Statement on River Bottoms Trail Access

Our Mission

Minnesota Off-Road Cyclists (MORC) exists to enhance mountain biking in Minnesota for all
riders. For nearly three decades, we have worked with local, state, and federal partners to
create sustainable riding opportunities while respecting landowner rights and protecting natural resources.


The Current Situation

A section of the Minnesota River Bottoms trail in Bloomington crosses private property. For
generations, cyclists, runners, and walkers have used this corridor under the impression it was
part of the public trail system. Recent clarification from the U.S. Fish and Wildlife Service,
Minnesota DNR, and the landowners makes it clear that the property is privately held and public
use has not been formally authorized. The landowners have expressed concerns about liability
and will be posting signs to mark the property as private.

Our Position

  • We respect the rights of private landowners.

  • We acknowledge the long history of community use of this corridor as part of the
    Minnesota Valley Trail vision.

  • We believe the loss of access would be a significant setback for trail users and the
    broader community.

MORC remains committed to working with land managers and community partners to:

  • Support dialogue that balances private property rights with public recreational access.

  • Advocate for solutions that uphold safety and sustainability.

  • Advance our mission of “gaining and maintaining trail” for future generations.


Our Desired Outcome

We hope all parties — including the landowners, U.S. Fish and Wildlife Service, Minnesota
DNR, City of Bloomington, and other stakeholders — can work together to find a solution that
maintains safe public access to this historic trail corridor.
