Joint Release from the Superior and Chippewa National Forests:
The Draft Environmental Impact Statement (DEIS) and Draft Revised Forest Plan for the Chippewa and Superior National Forests are complete. Your comments will assist us in completing the final Environmental Impact Statement and final Revised Forest Plan for both National Forests. We expect many comments that will add value to our effort and lead to some change from draft to final. Being a draft, we did not focus on creating perfect documents. At this time, it is important for us to get your comments on these draft documents
Federal regulations require the comment period on the draft environmental impact statement (DEIS) and proposed plan to be three months from the date on which notice of its availability is published in the Federal Register, which is expected to be about May 9, 2003. It is very important that those interested in the revised Forest Plans for the Chippewa and Superior National Forests participate at this time, and provide substantive comments within the 90-day comment period. Your comments are important because we will use them in preparing the final EIS and building the final, revised Forest Plan that will guide the management of these two National Forests for the next 10 to 15 years. We are interested in knowing your thoughts on the strengths, as well as any weaknesses in the draft analysis.
Federal courts have held that draft EIS and Forest Plan reviewers must submit comments that are meaningful, and alert an agency to the reviewer’s position and contentions. Objections that could have been raised at the draft stage may be disregarded if not raised prior to completion of the final EIS and Forest Plan. This is so that substantive comments and objections are made available to the Forest Service at a time when we can meaningfully consider and respond to them in the final EIS and Forest Plan.
