Nope, it is the land which surrounds the big water treatment ponds..which is the way from Aspen Maze to Back door maze...I would assume this is govt money and govt land...

Yep, the state made the city fence the ponds. We're in the process of trying to get
that part of the fence moved up the bank so we can bench cut the bank to tie the
two trail together along with fixing some of the other areas that the fencing crew
messed up. Should know more this week.
