I cant open the Leb page in the trail conditions. All I get is 404 not found.

Uhm... well...
I hate to break the bad news to you, but Lebanon Hills Regional Park was bought out by ERAMB LLC (Equestrian Riders Against Mountain Bikers) earlier this afternoon, and as such we were forced to pull that section from the forums. News article found here on the Strib (http://www.startribune.com/s?action=reg).
Excerpt From the Strib:
...This has been an ongoing battle for access within the park west of Johnny Cake Ridge Rd, and ERAMB came to the realization that the only solution was to purchase the land from Dakota County.
Executive Director for ERAMB, Michael Hawk, stated "It was a difficult deal for (Dakota County) to pass up. The 100 members of ERAMB pooled all of their discretionary income and offered to purchase the land." Hawk continued, "It's great to see what you can accomplish by simply opening up your check book." According to reports, the 2,000 acre park was sold for almost $2,500,000,000,000.
While both parties involved seem to be happy with the acquisition, other user groups are feeling left out. Specifically, members of the mountain bike community. When asked to comment an anonymous mountain biker simply stated, "This sucks."
