Water Bottle Bolt Stuck In Frame

This weekend during the salem century I sheered the allen head off of one of the bolts for my water bottle cage. So now the rest of the bolt is stuck in there. Does anyone know of a good way to remove this on a steel frame?

It's been a while since I've used them, but look for a thing called an "EZ-Out". You first drill a hole in the center of the bolt, then put the EZ-Out into the hole and turn it backwards.. It is reverse-threaded, and has a head that you can use a wrench on.
