I have an old Centurion LeMans road frame that I turned into a SS (not fixie) using a Surly 1x1. The dropout spacing is much smaller than the hub, so it a mjor PITA to get the wheel in the frame which maybe part of my problem. If I tighten the bolts down, so that I cannot unscrew them by hand or they do not rattle loose on the road, I find my wheel does spin freely, but if I tighten them down to where is spins, I find my bolts loosen up daily. Ideas or is time to get a new frame?

No do not need to buy a new frame, you should either:

Re-Space the frame to fit the size of the hub. You've got an old steal frame, so it can be "cold-set." Make sure that you have the alignment set and the dropouts square and parallel to the frame.
Get a hub with the proper size to fit the frame.You will need to measure the distance between the insides of your dropouts on the frame. Make sure that this measurement matches the over locknut measurement on the hub.

You will also need to make sure that the hub is adjusted properly so that the cones adjustment is correct and that the locknuts hold the adjustment. This is not really related to the problem of the wheel fitting properly in the frame. (Other than if you really have to torque on the bolts to keep the wheel tight in the frame, and the frame is not the correct size for the width of your axle, it can lead to problems with bent axles. Bent axles = bad and can make adjustment of the bearing difficult if not impossible.)
