Standover? ( Okay, a better person could probably/possibly figure it out. I am not that person. )
Edit: shortest standover, if that wasn't obvious :eyeroll:

Nice, everything is measured in mm. That makes it easy to figure out. Time to get out the conversion charts.

1" = 25.4 mm

Just type it in Google, Google figures it out. Try typing 25.4 mm to inches in the search box and you get Google Calc (http://www.google.com/search?q=25.4+mm+to+inches)'s answer. :) Gotta love Google.

You just need to embrace the metric system. It is a better system, although people are bastardizing it to be as bad as the english system. Besides, everything sound bigger when measured in mm.

I don't need things to sound bigger than they already are......:D
The ironic thing here is that its a Raleigh bike that is being reported in the metric system...

divide by 25.4
1 inch = 25.4 mm
10 inches = 254 mm
if you want, you can think of an inch being equal to a quarter, so if you have 4 inches (or 4 quarters) then you have 100 mm (or 100 cents).
I think even you can handle that ;)

Raleigh is originally English (aka the UK).
