Any 16'' frame will do. Just found out that the 16'' frame I was using as my SS and recently swapped out for the 19'' frame my wife was riding has a nice crack in the chainstay! That, and the BB is siezed onto the frame, which is a problem since it's too narrow and all cranks hit the chainstay.
So, after you factor in the cost of heating up the BB to get it out, then getting the frame welded back together ... well, you may as well buy another frame! This one looks like it must have been hit at some point.
